Elo Tamm is a partner at COBALT Estonia. She is a leading competition law and regulated industries specialist with over 15 years of experience in advising local and international clients in various industry sectors, including energy, waste, pharmaceuticals, to name just a few. By complementing her LLM degree in International Business Law with MBA studies Elo has obtained a unique combination in Estonia of in depth knowledge in both legal and economic aspects of sector regulation. Her core strength is the ability to understand the broad international and cross-sectoral dimension of the clients& business and to find solutions that serve clients business goals. Elo&s recent experience in energy includes assisting in implementing 3rd energy package in Estonia. The advice included drafting a joint survey with PricewaterhouseCoopers on the ownership unbundling of transmission gas network in Estonia, which included analysis of various aspects of the transposition of Directive 2009/73/EC to Estonian law and Estonian constitution.
In competition law Elo has recently successfully defended a number of dominant companies against abuse of dominance charges and assisted clients in obtaining clearance in complex second stage merger filing. In waste sector Elo has successfully represented waste company Estonian courts in waste regulation matters. Overall majority of the matters that Elo has recently assisted with include both competition law and sector regulation questions.
