Profile
Luis has been PLMJ's managing partner since 2015 and he has over 35 years of experience as a lawyer in the Portuguese market and internationally. He is an expert in European and competition law, and in telecoms and IT law.
He was President of the Court of Arbitration for Sport between 2015 and 2019.
Luis was Secretary of State in the 15th and 16th Constitutional Governments (2002 - 2005) and a member of the Portuguese parliament and vice-president of the its European Affairs Commission (2005-2009).
Luis has been a guest lecturer at the Faculty of Law of the University of Coimbra and at Universidade Lusiada, and he has lectured the seminar on electronic communications law at the Faculty of Law of Universidade Catolica Portuguesa in Porto since 2006.
He was also the Director General of Competition and Prices, a member of the Legal Service of the European Commission and a legal secretary at the Court of Justice of the European Communities.
