New Regulations and Policies Related to the COVID-19 Pandemic in Indonesia

With the number of cases continuing to increase exponentially on a daily basis, the Coronavirus Disease 2019 (“COVID-19”) has now been determined a global pandemic by the World Health Organization (WHO) and has affected at least 213 countries across the world. On 2 March 2020, the Indonesian President, Joko Widodo announced the country’s first confirmed case. Since then the spread of COVID-19 has affected Indonesia in many aspects including in the economic, health, employment and industrial sectors. As an effort to manage and control the spread of COVID-19 in Indonesia, the government has issued various new policies and regulations, which among others, include the following:
The Central Government
- Government Regulation No. 21 of 2020 on Large Scale Social Restrictions to Accelerate the Management of COVID-19
- Government Regulation in Lieu of Law No. 1 of 2020 on the State Financial Policy and Stability of Financial Systems for the Handling of the Coronavirus Disease Pandemic 2019 (COVID-19) and/or in Order to Face Threats that Endanger the National Economy and/or Stability of Financial Systems
- Presidential Decree No. 11 of 2020 on the Declaration of a Public Health Emergency due to COVID-19
- Presidential Instruction No. 4 of 2020 on Refocusing Activities, Budget Reallocation, and the Procurement of Goods and Services in the framework of Accelerating the Handling of the Coronavirus Disease 2019
- Presidential Decree No. 12 of 2020 on the Declaration of a Non-natural Disaster from the Spread of the Coronavirus Disease as a National Disaster
- Minister of Health (“MOH”) Decree No. HK.01.07/Menkes/239/2020 on the Determination of Large-Scale Social Restrictions in the Area of the Province of DKI Jakarta in the context of Accelerating the Handling of the Coronavirus Disease 2019 (COVID-19)
- MOH Circular Letter No.02.01/Menkes/202/2020 on the Protocols for Self-Isolation in the Handling of the COVID-19 Disease
- MOH Decree No. HK.01.07/Menkes/169/2020 on the Determination of Referral Hospitals for Handling Certain Emerging Infectious Diseases
- MOH Decree No. HK.01.07/Menkes/248/2020 on the Imposition of Large-Scale Social Restrictionsin the BogorRegion, Bogor Municipality, DepokMunicipality, BekasiRegion and Bekasi Municipalityin Order to Accelerate the Management of Coronavirus Disease 2019 (COVID-19)
