Cambodia: New Prakas on the Establishment and Management of Mandatory and Voluntary Taskforces for Fire Prevention and Firefighting

The Ministry of Interior issued a new Prakas No. 2644 PK dated 19 October 2021 on the Establishment and Management of Mandatory and Voluntary Taskforces for Fire Prevention and Firefighting (“Prakas 2644”).

The purpose of this Prakas is to set the rules relating to the establishment and management of these two teams (the mandatory and the voluntary fire prevention and firefighting teams) which are responsible for monitoring and inspecting fire prevention equipment and extinguishing systems, teaching about firefighting and fire prevention measures, saving lives and property and helping to extinguish outbreaks of fire.

The voluntary taskforces are required at the village, commune or Sangkat levels while the mandatory taskforces concern buildings and other target sites which are classified into five categories depending on the type and size of the sites/buildings.

The numbers of members of the mandatory fire prevention and firefighting teams depends on the fire risk level (high, medium and low) which is determined based on the nature or location of the building or the business performed on the premises.

These teams shall have first-aid duties related to firefighting, fire prevention and rescue operations and must, at a minimum, have the following fire equipment: fire-resistant clothing, boots, hats and gloves.

In order to perform their duties, the mandatory and voluntary fire prevention and firefighting teams are required to undergo training, every two years, on fire prevention, firefighting and evacuation procedures conducted by the General Commissariat of the National Police or the Capital/Provincial Commissariat as stipulated by Prakas 2644.
