Through Government Regulation No. 33 of 2013 on The Expansion of Employment Opportunities, the Government intends to push the central and regional governments to create more employment opportunities. Employment expansion policies may apply in or out of the employment relationship. For the expansion of opportunities within the employment relationship, the government will push state/region owned and private business entities to implement programs and/or activities which will absorb manpower. An investment or business incentive may be given in return. Meanwhile, the expansion of opportunities outside of the employment relationship will be self-employment programs implemented by the Central and Regional Governments, state/region owned business entities, private business entities and social institutions and will be supported by the Central Government through financial, technical, counseling, etc assistance. The Central and Regional Governments, state-owned enterprises, region-owned enterprises, private business entities, and social institutions must submit written reports to the Ministry of Manpower and Transmigration on their efforts to create more employment opportunities. The procedures for and forms of the reports will be further regulated under a Ministerial Regulation. This Regulation came into effect on 8 May 2013.
