Rob Couch Featured in Law360 on Return to Bradley

Bradley attorney Rob Couch was featured in Law360 on his return to the firm after a year-long stint with the U.S. Department of Housing and Urban Development (HUD). Mr. Couch served as the federal financial monitor for Puerto Rico and the U.S. Virgin Islands at HUD. The role was created in 2019 to oversee the disbursement of hurricane relief funds in Puerto Rico and the Virgin Islands.

"I was there to try and make sure that money was spent the way it was intended as fast as possible and to minimize fraud and waste," Mr. Couch told Law360. "Secretary [Ben] Carson wanted someone with HUD experience that could get the office going in the right direction."

Before joining Bradley in 2009, Mr. Couch served as general counsel of HUD and was a member of President George W. Bush's Task Force on the Status of Puerto Rico.

Mr. Couch never intended the position to be a long-term role and did not anticipate coming back to Bradley when he was finished. Instead of moving up to Washington, Mr. Couch was able to work out of the HUD office in Birmingham and stay in touch with his former firm. He said he expected to have a lot of free time to spend with his grandchildren after he left HUD last month. That's when Couch's colleagues at Bradley asked him to come back.
