Andrew helps clients navigate the complex intersection between law, policy and technology, both in rulemaking proceedings and in efforts to implement those rules. He focuses on environmental regulation, litigation and counseling, with an emphasis on the Clean Air Act.

Andrew has worked on cutting-edge cases involving some of today’s most significant environmental issues. He represents clients as diverse as electric utilities and distilled beverage producers in regulatory matters before the US EPA, litigation in federal and state courts, and permit proceedings before federal and local permit authorities. 

Andrew has represented electric utilities and trade associations in numerous rulemaking proceedings before the EPA under the Clean Air Act. He has worked on rulemaking efforts involving landmark federal regulations addressing greenhouse gases and hazardous air pollutants, as well as litigation arising from those rules.

Andrew has also defended clients in environmental tort litigation, bringing his experience in the fields of administrative law, permitting and emission controls to bear in the context of common law nuisance claims. 

He is admitted to practice before the US Court of Appeals for the Sixth, Tenth and DC Circuits.
