Profile

Angela draws on over three decades of experience to assist clients with environmental regulatory and compliance matters and is Board Certified by the Florida Bar in Federal and State Government and Administrative Practice. As a member of the firm’s environmental practice group, Angela helps clients navigate evolving laws and regulations at the state and federal level relating to climate change, air quality, water quality and regulation, wetlands mitigation, endangered species, land use, and solid and hazardous waste management. Her clients include manufacturers, developers, trade associations, and government entities. 

Angela is a thought leader on the Clean Air Act, recently co-authoring Clean Air Act Essentials, Third Edition, published by the American Bar Association. She advises clients on major air-related issues, including Title V air operation permits, New Source Review permitting (PSD and Nonattainment NSR), state and federal emission standards (including NSPS and NESHAPs), federal and state ambient air quality standards, regional haze, mobile source programs, NSR enforcement initiative defense, and responses to Section 114 information requests. Practicing in Florida for many years, Angela has a strong understanding of Florida air rules and the regulatory framework utilized by Florida agencies in implementing Florida’s State Implementation Plan and Florida's Section 111(d) Plans.

In the context of climate change, Angela provides advice and counsel related to sustainability and the regulation and reduction of greenhouse gases, cap and trade programs, emission standards and reporting, federal carbon dioxide emission standards, and renewable energy projects.

Angela also maintains a robust practice providing clients with solutions-based natural resources and water-related advice and counsel. She has the know-how to address complex water quality and regulatory matters related to consumptive use, water quality standards f and contamination remediation. Her experience also includes wetland mitigation and mitigation banks, jurisdictional determinations, and environmental resource permitting.

Utilizing her unique capabilities and extensive experience, Angela stays ahead of emerging legal trends and developments, including statutes and environmental regulations related to renewable energy and clean power, sustainability, and environmental justice.
