Profile
Hilary L. Vigil is an associate in Dykema’s Lansing office. Ms. Vigil’s practice focuses primarily on government policy issues in regulated industries. Her representative areas of practice include public finance; liquor and cannabis licensing; election, campaign finance, and lobbying compliance; public utility law; appellate litigation concerning public policy; corporate organization; and law affecting nonprofit and tax-exempt organizations. Ms. Vigil has represented nonprofit organization and association clients through several amicus curiae briefs on a variety of public policy issues filed in the Michigan Court of Appeals and Michigan Supreme Court.
In her public finance practice, Ms. Vigil has served as bond counsel to numerous state and local issuers and underwriter’s counsel to municipal securities dealers. Some of the public finance transactions which Ms. Vigil has recently completed include:
- Bond Counsel to the Michigan Finance Authority for its State Aid Note programs (traditional public schools and public school academies) and its School Loan Revolving Fund
- Underwriter’s Counsel in connection with an approximately $252 million advance refunding bond issue for the City of Lansing Board of Water and Light
- Underwriter’s Counsel in connection with several public school advance refunding bond issues qualified for participation in the Michigan School Bond Qualification and Loan Program
- Borrower’s Counsel for various 501(c)(3) continuing care retirement communities in connection with issuances of tax-exempt and taxable revenue bonds
Ms. Vigil graduated summa cum laude from the Michigan State University College of Law. She was awarded a full-tuition academic-merit scholarship from the Dean Charles H. King Scholars Program for each year of attendance. While in law school, Ms. Vigil served as an intern at the U.S. Court of Appeals for the Sixth Circuit for Judge David W. McKeague and in the Michigan Court of Appeals Research Division. She also served as the Senior Articles Editor of the Michigan State Law Review and received jurisprudence achievement awards for the highest class grade in Torts I, Advocacy, and Legislation. She was also a teaching assistant for Torts I.
Before attending law school, Ms. Vigil worked as an associate in the Contracts and Subsidiary Rights Department at the University of Chicago Press, where she finalized author contracts and amendments, negotiated subsidiary rights licenses, and expanded copyright permission to include electronic book rights. Before working at the University of Chicago Press, Ms. Vigil obtained her undergraduate degree at the University of Notre Dame.
