Profile

Kirk Lovric is a member of the firm’s Energy and Infrastructure team, resident in the firm’s London office. His practice focuses on infrastructure, energy and resources projects in emerging markets.

Dr. Lovric has 20 years of experience in infrastructure, energy and resources, initially as a policy adviser in the public sector and then as a lawyer. He is a senior project finance lawyer with a focus on public-private partnerships (PPPs). Dr. Lovric is a Solicitor of the Senior Courts of England and Wales and a Solicitor in Ireland, and he speaks English and Serbo-Croatian.

Relevant Experience

  • Advising the Republic of Croatia in connection with the design, construction, financing, operation and maintenance of the €375 million Zagreb Airport Project.
  • Representing sponsor China Road & Bridge Corporation (CRBC) in the design, construction and financing (including land financing) of the US$1.8 billion 190-kilometer Phnom Penh - Sihanoukville PPP Expressway Project.
  • Representing sponsor CRBC in the design and construction of the €500 million Serbian Techno Park PPP Project.
  • Representing the Government of the Republic of Serbia in connection with the €500 million design, construction, financing, operation and maintenance of the E-763 PPP Motorway Project from Belgrade to Pozega in Serbia.
  • Representing sponsor CRBC in their bid to design, construct, finance, operate and maintain the €1.2 billion Ankara to Nigde PPP Motorway Project.
  • Counsel in connection with the development of a TRIG integrated gasification combined cycle power plant in Serbia.
  • Representing Hrvatska Elektroprivreda d.d. in connection with the design, construction, financing, operation and maintenance of the €800 million Plomin C Coal Fired Power Project in Plomin, Croatia.
  • Representing the Slovak Government, provided international legal advice in relation to EU procurement and drafted OJEU notice for the Republic of Slovakia on the design, construction, financing, operation and maintenance of the D1 Motorway.
  • Represented the Republic of Croatia on the financing of Phase 2B of the Istrian Motorway PPP Project, and the refinancing of the existing debt of the Istrian Motorway.
  • Representing the Government of the Republic of Croatia in connection with the design, construction, financing, operation and maintenance and subsequent refinancing of the Zagreb-Macelj Motorway Project.
  • Represented Trakia Motorway d.d. (a company owned by Portuguese companies Lena, MSF and Somag and Bulgarian Companies Technoexportstroy and Automagistrali) on obtaining a favourable off balance sheet Eurostat ruling.
  • Represented the Czech Government in relation to the design and financing of the Prague Military Hospital.
  • Representing the Government of the Republic of Srpska, Bosnia & Herzogovinia, on the concession and implementation of the design, construction, operation, finance and maintenance of its €3.4 billion Motorway Project.
  • Training the Government of Romania on the legal aspects of the procurement process and the designing and implementing of a PPP project in relation to future motorway projects.
  • Represented Alliance and Leicester on the refinance of the Oxford Churchill Hospital in the United Kingdom, including advising on finance and EPC agreements and contracts due diligence.
  • Representing for the Shikun & Binui Aktor Consortium in relation to their bid for the €3 Billion Bar - Boljare Motorway project in Montenegro.
  • Acted for Land Securities Trillium Limited on their acquisition of the Secondary Market Infrastructure Fund, a specialist PPP business, from its existing shareholders STAR Capital Partners, Halifax Bank of Scotland and AMP Capital Investors.
  • Acting for DP World in their bid to acquire and develop the Croatian Port of Rijeka. Advising Macquarie Capital and J&P-Avax S.A. on the development, financing, construction, operation and maintenance of the Comarnic - Braşov motorway in Romania.
  • Representing Gate Terminal BV, the project company, in relation to the development of the Gate LNG receiving facility in the Netherlands.
  • Representing Plinacro d.o.o and Hrvatska Elektropriveda dd in relation to the development of the Adria LNG receiving facility on the Island of Krk, Republic of Croatia.
  • Represented the Bulgarian Company Technoexportstroy in relation to the financing of the Burgas to Alexandropoulis Pipeline.
  • Represented the Bulgarian Company BulgarGaz EAD, as sponsor in connection with the South Stream Pipeline Project, which will pass through Bulgaria on its way from the Black Sea to southern Europe.
  • Acting for Plinacro d.o.o in connection with the South Stream Pipeline project, which will pass through Croatia.
  • Representing Plinacro d.o.o. in respect of the development of a Hungarian/Croatian Gas Transmission and Interchange Project.
  • Acting for Plinacro d.o.o in connection with the New European Transmission System (NETS).
  • Representing Plinacro d.o.o. in relation to the sale by INA of the Okoli Gas Storage Facility in Northern Croatia.
