Profile

Madison Haynes represents both governmental entities and private sector clients in economic incentives transactions. She has experience negotiating payment in lieu of tax agreements and economic incentive grants and structuring tax increment financings. Through this incentives work, she has dealt with industrial manufacturing companies, automotive manufacturers, automotive suppliers, solar energy developers, food products manufacturers, retail developers and office developers. Madison understands the constitutional and statutory constraints on incentive transactions and regularly advises clients on how best to maximize incentives.

Madison also assists clients with a wide variety of land use matters, from rezoning, special exceptions and variance requests to challenges to the validity of zoning regulations and enforcement. She has advised developers on zoning and subdivision issues arising from commercial and residential developments, including office, retail, multi-family and single family developments.

Madison has represented clients in matters involving complex municipal law issues, including challenges to open meetings and open records laws, drafting of alcoholic beverage ordinances and various permitting processes.

Prior to joining Bradley, Madison received her J.D. from Vanderbilt University Law School, where she was senior publication editor for the Vanderbilt Journal of Entertainment and Technology Law and was a member of the Vanderbilt Moot Court Board. She clerked at the Tennessee Attorney General’s Office in the Public Interest Division, which oversees the operation of nonprofit entities as well as issues involving open meetings, public records and campaigns and elections. Prior to law school, Madison worked in government relations where she assisted corporate clients and various industry associations with matters before the Tennessee General Assembly.
