Betty’s energy and infrastructure practice focuses on the development, financing, construction and operation of a wide range of capital-intensive projects.
Betty represents sponsors, lenders, underwriters and other project participants in relation to the development, financing, construction and operation of a wide range of capital-intensive projects in the United States and abroad, including projects in the transportation, energy and water sectors and public-private partnership infrastructure projects. Her experience includes bank, tax-exempt and taxable capital market and lease financings; financings benefitting from political and comprehensive risk insurance coverage; financings that involve the participation of multilateral and export credit agencies; and Transportation Infrastructure Finance and Innovation Act (TIFIA) financings.
From 1988-2012, Betty worked at another international law firm, where she was a partner from 1998-2012. She was consistently recognized in Chambers Global, Chambers USA, and Chambers Latin America in the categories of PPPs, Projects, and Latin America.
Relevant Experience
Served as project counsel in all aspects of the bid, commercial close and financial close for the $1.06 billion SH 288 Toll Lanes Project in Harris County, Texas, consisting of the construction, financing, operation, and maintenance of tolled lanes, general purpose lanes, and associated facilities.
Represented company in its $827 million private-placement notes issuance to refinance senior bank debt on the approximately $1.80 billion Interstate 595 corridor project in Broward County, Florida.
Served as project counsel in connection with the development and financing of a concession to provide freeway lighting in the Detroit metro region of Michigan.
Served as project counsel in a bid to be selected as the preferred bidder for the $1.5 billion replacement of the Goethals Bridge, a key transportation artery in New York-New Jersey metropolitan area, under a long-term “availability payment“ arrangement, undertaken by the Port Authority of New York and New Jersey.
Represented the underwriters in the Midtown Tunnel Project in the Hampton Roads area of Virginia in connection with their issuance of $675 million of private activity bonds. Awarded Project Finance magazine’s “2012 North American Toll Road of the Year,” the project consists of the development, financing, construction and operations of a new underwater tunnel, the renovation of an existing underwater tunnel and the construction of land-side road improvements pursuant to the terms of a 58-year concession valued at more than $2.1 billion.
Served as project counsel in the $1.78 billion I-595 Project in Florida's Broward County, named the “2009 North American Transport Deal of the Year” by Project Finance magazine. The project is the first P3 infrastructure project in Florida and the first availability-based structure in the US market.

Represented potential lenders to a bidder in connection with its bid to lease, maintain, operate and receive toll revenues from the Florida Department of Transportation’s (“FDOT”) long-term lease of Alligator Alley, a 78-mile section of I-75 in South Florida (also known as the Everglades Parkway).

Represented a sponsor in connection with the development, construction and financing of the Mid-Currituck Project in the Outer Banks of North Carolina, which is North Carolina's first P3 project for major transportation infrastructure
