Profile
I have acted for the State, financiers, bank syndicates, borrowers, D&C contractors and O&M contractors in a broad range of PPP, infrastructure, project financing and corporate financing deals.
The majority of my work involves the negotiation and documentation of major infrastructure projects, including social and linear infrastructure and public transport (through PPPs and other procurement models) and energy projects, and providing strategic and contract administration advice during the tendering, delivery and operations phases of those projects.
Career highlights
- PPP Harmonisation Project: Acted for the Victorian Department of Treasury and Finance and NSW Treasury on their project to improve and harmonise the template project documents to govern the carrying out of social infrastructure public private partnerships in those jurisdictions.
- Sydney Metro – Western Sydney Airport: Acted for Sydney Metro, particularly on the $4b PPP component of this project.
- Melbourne Airport Rail Project: Acted for Rail Projects Victoria on this project.
- Geelong Convention Centre PPP: Acting for Plenary (the preferred proponent) for this project.
- New Footscray Hospital PPP: Acted for the Victorian Health and Human Services Building Authority on the development and tendering of the A$1.5billion New Footscray Hospital PPP.
- Frankston Hospital Redevelopment PPP: Acted for the Victorian Health and Human Services Building Authority on the development and tendering of the A$560million Frankston Hospital Redevelopment PPP.
- Western Roads Upgrade PPP Project: Acted for the Major Transport Infrastructure Authority on the tendering of the project, which included the construction and rehabilitation of greenfields roads and long term maintenance.
- Transport for Victoria: Acted in relation to the financier, security and intercreditor arrangements for the $4.5 billion Metropolitan Bus Procurement Project. This project involved the negotiation of 27 service contracts in four tranches using nine service contract models.
- Melbourne Metro Tunnel and Stations PPP: Acted for the successful consortium on this multi-billion dollar PPP for the design and construction of twin 9km tunnels and 5 underground stations and the provision of maintenance and other services during the operating term.
- Social and Affordable Housing Project II: Acted for Tetris Capital on their innovative financing structure for participating in this project, awarded to Compass Housing.
- Herston Quarter Redevelopment: Acted for Australian Unity in relation to their successful bid for the delivery of the Herston Quarter Redevelopment (a private hospital, residential aged care, retirement living and student accommodation; childcare; a co-working hub and education and training facilities) and specifically of a Specialist Rehabilitation and Ambulatory Care Centre (on a PPP-style basis) as a key component of that redevelopment.
- Next Generation Trams: Advised Bombardier on their successful bid for this project, in which the State of Victoria is investing $1.85billion in 100 Next Generation Trams and a proposed new tram maintenance and stabling facility in Melbourne’s west.
- West Gate Tunnel Project: Acted for the successful D&C contractor.
- Sydney Metro – City & Southwest – Tunnel and Station Excavation Works and Sydenham Station and Junction Works: Acted for the successful D&C contractors for these projects.
- Parramatta Light Rail: Acted for the infrastructure contractor during the project delivery phase.
- Kidston Pumped Hydro Project: Advised McConnell Dowell and John Holland in relation to their participation as EPC contractor in the Kidston Pumped Hydro Project.
