Dixon focuses his practice on complex energy regulatory and litigation matters.

An associate in the firm’s energy and infrastructure group, Dixon routinely represents clients before the Federal Energy Regulatory Commission (FERC), the US Courts of Appeal, and the Virginia State Corporation Commission. Dixon also advises clients on project finance and development transactions and maintains an active pro bono practice.

Prior to joining the firm, Dixon served as a term law clerk to the Honorable Glen E. Conrad of the US District Court for the Western District of Virginia. As a third-year law student in the William & Mary Law School Appellate and Supreme Court Clinic, Dixon prepared federal appellate briefs and argued a criminal appeal before the US Court of Appeals for the Second Circuit.

  • Represented a regional transmission organization (RTO) in litigation before FERC concerning emergency grid management operations during the 2022 Winter Storm Elliott event.
  • Represented independent power producers in litigation before the US Court of Appeals for the Third Circuit concerning RTO capacity market rules.
  • Represented an ISO as an intervenor in litigation before the US Court of Appeals for the DC Circuit concerning ISO interconnection rules and the filed-rate doctrine.
  • Represented investor-owned utilities in litigation before FERC and the US Court of Appeals for the DC Circuit concerning RTO transmission planning rules and the cost causation principle.
  • Representing investor-owned utilities before FERC concerning regional transmission planning and cost allocation rulemaking.
  • Representing investor-owned utilities before FERC and the US Court of Appeals for the DC Circuit concerning generator interconnection rulemaking.
  • Representing investor-owned utilities in litigation before FERC concerning RTO energy market resettlement rules.
  • Represented independent power producers before FERC in applications for market-based rate authority.
  • Represented a liquified natural gas (LNG) terminal before FERC in a petition for declaratory order regarding FERC jurisdiction under the Natural Gas Act.
  • Advising an independent system operator (ISO) on various FERC regulatory issues, interconnection matters, and corporate governance matters.
  • Negotiating interconnection agreements on behalf of an ISO.
  • Representing an investor-owned utility before the Virginia State Corporation Commission concerning ratemaking and other energy regulatory matters.
  • Representing investor-owned utilities before the Virginia State Corporation Commission concerning various telecommunications, water and sewer, and other regulatory matters.
  • Advised a borrower on state and federal energy regulatory requirements in connection with refinancing of an 800 MW natural-gas fired power plant.
  • Advising financial institutions on state and federal energy regulatory requirements in connection with various project finance transactions.
  • Advising infrastructure clients on federal and state regulatory matters.
  • Represented German law professors as amici curiae before the US Supreme Court in Abitron Austria GMBH v. Hetronic Int’l, Inc., 600 U.S. 412 (2023).
