Profile

Chris assists clients in the procurement and financing of domestic and international energy and infrastructure projects, including those involving public-private partnerships.

Chris’s practice focuses on project finance and infrastructure primarily in the energy and transportation sectors. He has experience in representing governments, sponsors, and lenders on large-scale infrastructure projects and public-private partnerships. Chris also advises clients on a range of state regulatory matters in the energy sector, including state approval of solar projects for independent power producers.

Chris is admitted to practice before the US Court of Appeals for the Fourth Circuit.

Prior to joining the firm, Chris served as an infantry officer in the United States Marine Corps, where he held various leadership positions. He is the co-founder of the Wake Forest Veterans Legal Clinic, and is active in the firm’s Veteran’s Pro Bono Program.

Relevant Experience

  • Representing the U.S. International Development Finance Corporation (DFC) on multiple investments, including a $250 million loan to a gas processing facility in Iraq, a $40 million loan to a helium and gas liquefaction project in South Africa, a $45 million loan to a warehouse operations project in Argentina, and a $50 million loan to an oil production facility project in the Kurdistan Region of Iraq.
  • Advising the developer in a $1.8 billion urban redevelopment project in Richmond, Virginia, which includes a $250 million sports and entertainment arena funded by the City of Richmond through tax increment financing bonds.
  • Advising the District of Columbia Office of Public-Private Partnerships on its procurement of a design-build-finance-operate-maintain concession for the conversion of the District of Columbia’s street light network to LED technology and the deployment of smart city technology.
  • Advising a solar developer on Virginia State Corporation Commission approvals for a 500 MW and a 320 MW solar facility.
  • Advised a short-listed proposer on its bid to acquire the proposed long-term lease and concession of the University of Iowa’s Utility System.
  • Advised the Pennsylvania Turnpike Commission on its procurement of a design-build-finance-operate-maintain concession for the development of a fiber optic broadband network along the Commission’s 500-mile right-of-way.
  • Advised the Egyptian Electricity Holding Company on the development of a 2,460 MW coal-fired power plant.
  • Advising a US government agency on various legal matters regarding its Compact and Threshold programs in over 20 countries.
  • Advised a foreign energy company on Virginia State Corporation Commission approvals for the acquisition of a Virginia natural gas utility.
