Profile
I have advised on some of Queensland’s largest local government infrastructure and renewables projects from the concept development phase through to handover. I have advised consortiums of government departments on joint procurement methodologies and managed those procurements as a continuous adviser, advising on procurement and probity matters, the establishment of PPPs to deliver the infrastructure, project funding through grant and other funding streams, project and end-asset insurance, contract development and contract negotiation.
I have acted for principals, contractors, subcontractors in multimillion dollar disputes, and for the State Government building industry regulator in administrative and judicial review matters and disciplinary action.
Career highlights
- Advising a consortium of 5 local governments on the establishment of an alliance to jointly procure waste disposal solutions on a regional scale, and thereafter managing the multi-stage procurement process.
- Advising on the procurement, construction, operation, maintenance and handover of what was, at the time of its completion, Australia’s largest utility scale solar farm.
- Acting for a consortium of Australia’s largest coal companies in a dispute with consultants concerning the construction of a new coal export terminal.
- Advising on the procurement, construction, operation, maintenance and handover of Australia’s first automated waste collection system situated beneath the Maroochydore CBD.
- Advising three Queensland local governments on their transition from default contracting procedures to strategic contracting procedures, including a full overhaul of each local government’s procurement policies and practices to allow for modern and agile procurement practices and for substantial efficiencies to be realised.
