Profile
E.J. Thomas counsels clients on antidumping (AD) and countervailing duty (CVD) proceedings and has participated in multiple AD and CVD verifications in Canada, Turkey and Italy. Mr. Thomas prepares briefs, questionnaire responses, and other substantive and procedural documents at the U.S. Department of Commerce and the International Trade Commission, and prepares briefs at the Court of International Trade and the Court of Appeals for the Federal Circuit. Mr. Thomas also counsels clients on Section 232 exclusion requests before the U.S. Department of Commerce and Section 301 exclusion requests before the Office of the U.S. Trade Representative and has participated in litigation challenging the U.S. Department of Commerce's denials of Section 232 exclusion requests. In addition to helping clients with AD/CVD matters and exclusion requests, Mr. Thomas counsels clients on U.S. Customs and Border Protection matters including prior disclosures, Risk Analysis Survey Assessments, and protests.
In addition to his International Trade practice, Mr. Thomas assists pro-bono clients in asylum and immigration-related matters.
Before joining the International Trade Group as an associate, Mr. Thomas worked with the group first as a paralegal and later as a law clerk while attending law school in the evenings.
Prior to joining the firm, Mr. Thomas worked as a research associate at a public relations and marketing firm where he managed the translation of agricultural documents into Spanish and Chinese and assisted in the research for various industry-specific reports.
