Fiorella Chinchilla is a BLP Associate in the San José, Costa Rica office. She specializes in the practice area of Public Law, Public Procurement & Regulation, with extensive experience in government issues encompassing public bidding and contracting. She has focused on dealing with matters facing the Public Administration and advising on the processing of municipal permits and licenses at all stages and Data Protection. She is part of the practice teams that advise on contentious Administrative Litigation. Fiorella joined the BLP team in 2010, became a paralegal in 2019, and was promoted to associate in 2020.

Significant Accomplishments
Laboratorios Saval’s entry into the pharmaceutical market in Costa Rica. BLP advised Saval throughout the acquisition process of Laboratorios Stein’s operations in Costa Rica, including the performance of due diligence, the structuring of the transaction, the negotiation of the purchase agreement and ancillary contracts, and the entry of Saval into the Costa Rican market through the obtention of the applicable permits and the hiring of 170 employees.
Permanent legal advisor to Globalvia on all matters related to the Concession Contract for Route 27 San José-Caldera, the country’s flagship road infrastructure project. Legal advice specialized in Public Law includes attention to administrative claims and administrative procedures before the National Concessions Council, arbitrations, and contentious administrative processes.
