Profile

Ian focuses his practice on advising governmental entities, project sponsors, investors, and lenders in the development and financing of domestic and international energy and infrastructure projects.

As an Associate in Hunton’s Public-Private Partnerships and Infrastructure practice, Ian concentrates on complex infrastructure projects developed under P3 models, as well as private projects. He is experienced in the drafting and negotiation of core project and financing documents. Ian also represents domestic and international banks, institutional investors and borrowers in syndicated and leveraged financial transactions, restructuring transactions and other corporate finance matters.

Relevant Experience

  • Counsel to the U.S. International Development Finance Corporation (DFC) in connection with overseas investments, including a petroleum company in the Kurdistan region of Iraq, a helium producer in South Africa, an internet provider in Kenya, an oil production facility in Iraq, and debt instruments issued to support conservation efforts (“blue bonds”) with the government of Ecuador
  • Advisor on behalf of the U.S. Department of Commerce’s Commercial Law Development Program (CLDP) to the Office of Investment Board Nepal (OIBN) in Power Purchase Agreement best practices.
  • Counsel to public universities in Louisiana and Kentucky in their utility system modernization and monetization through a long-term lease and concession agreement.
  • Counsel to the Virginia Passenger Rail Service in connection with a nearly US $257 million deal with Norfolk Southern Railway to extend passenger rail service to southwestern Virginia.
  • Represented an international bank in connection with a US $75 million loan to fund real estate used for data warehouses.
  • Represented an electric utility borrower in connection with multiple facilities in connection with emergence from bankruptcy.
  • Counsel to the owner of a toll road in negotiating strategic alternatives with a state department of transportation.
