Incentives of maximum achievement

Public-private partnerships (PPP) have to add up to more than the sum of the parts. The client parties for these kinds of co-operations between government and market-sector parties (for example a DBFM-contract like the one for the construction project on highway A-59) expect efficiency and expertise that produces a top-notch result. Two issues are pivotal. Will a private partner really deliver the service that has been agreed upon? And how can the public partner ensure that the service delivered is superior to the standard agreed, in the case of potential added value?
