Profile

Humphrey focuses his practice on project finance and project development, particularly in the energy and infrastructure sectors.

He has extensive experience advising on major energy (including renewables) and infrastructure projects across Europe, Africa, Asia and the Middle East.

Humphrey has acted for governments, national electricity utilities, project developers, sponsors, lenders, international financial institutions and export credit agencies.

Prior to joining Hunton & Williams LLP, Humphrey was an associate with the Paris office of a leading international law firm.

Relevant Experience

  • Currently advising the Federal Government of Nigeria and Nigerian Bulk Electricity Trading PLC (NBET) on the procurement, development and financing of several multi-source power generation assets.
  • Advised an international financial institution on financing the construction, operation and maintenance of a 40 MW greenfield solar PV plant in Mozambique.
  • Advised the sponsors of the JBIC-, NEXI- and IsDB-supported financing of a 1,386 MW coal fired power plant in Morocco.
  • Advised a group of multilateral lenders on the financing of the construction and operation of a 175 MW gas-fired power plant in Mozambique.
  • Advised a syndicate of lenders and export credit agencies on the financing of a 500 MW coal fired power plant in Croatia.
  • Advised a consortium of international oil companies on the development, construction and financing of a cross border crude oil pipeline, including drafting an Intergovernmental Agreement between sovereign states. 
  • Advised a syndicate of commercial and multilateral lenders on the financing of a quarry mine and the construction and operation of a cement plant in the Democratic Republic of Congo.
  • Advised the arranger of a SACE-supported financing to a Central African sovereign borrower for the construction of a multipurpose sports complex.
  • Advised the arranger of a UK Export Finance supported financing to a Central African sovereign borrower for the construction of affordable apartments.
  • Advised the lenders on financing for the development, construction and operation of a 100 MW power plant, marine landing site and related methane gas extraction and production facilities in Rwanda.
