Profile
Olivia R.C.A. Flower is an associate in Dykema’s Lansing office. Ms. Flower’s practice focuses primarily on government policy issues in regulated industries. Her areas of practice include public finance; cannabis licensing; election, campaign finance, and lobbying compliance; public utility law; and law affecting nonprofit and tax-exempt organizations.
Ms. Flower graduated magna cum laude from the Michigan State University College of Law. Ms. Flower served as a Managing Editor of the International Law Review and received a jurisprudence achievement award for the highest grade in Housing Clinic. She interned in Washington, D.C. at the Federal Communications Commission in the Policy Division of the Media Bureau and at Amnesty International, USA, where she worked on firearms policy research. While in law school, Ms. Flower served as a law clerk in the Office of Legal Counsel for Governor Gretchen Whitmer. Ms. Flower stayed on for a brief period after the completion of her studies and was promoted to Assistant Legislative Counsel.
Before attending law school, Ms. Flower served in the Peace Corps in Mongolia. Ms. Flower obtained her undergraduate degree at the University of Michigan, where she majored in Communication Studies and English Literature.
