Profile

Richard’s practice focuses on all tax matters relating to the corporate and finance practice at Hunton Andrews Kurth LLP.

These matters relate in particular to federal income tax law, with emphasis on corporate taxation, taxation of regulated public utilities, tax consequences of environmental law, controversy proceedings, and corporate audits. He works extensively and regularly with IRS National Office personnel, members of the Congressional tax writing committees and their staff, and Treasury Department personnel.

Before joining the firm, Richard served as the Special Assistant to the IRS Chief Counsel (a Secretarial appointment). From 1968 to 1971, he served as a Gunnery Officer and Naval Gunfire Liaison Officer (NGLO) in the United States Navy. He has served as an Adjunct Professor of Tax Law in the J.D. and Masters in Taxation Programs at Georgetown University Law Center.

Richard is admitted to practice before the U.S. Supreme Court, U.S. Court of Appeals for Third Circuit, the U.S. Federal Circuit, the U.S. Court of Federal Claims, and the U.S. Tax Court.
