Samuel focuses his practice in the areas of real estate finance and environmental law. He represents owners and lenders in complex commercial lending transactions. Prior to joining Dinsmore, Samuel spent ten years with the U.S. Department of Housing and Urban Development (HUD). He has significant experience with FHA-insured financing programs for both multifamily housing and healthcare facilities as well as HUD’s asset management functions (e.g., Transfers of Physical Assets, Interest Rate Reductions, Section 8 Housing Assistance contract assignments and Section 209 Use Agreement transfers).

While at HUD, Sam achieved notable success. To name a few; closing the largest single HUD insured loan in the Kansas City Regional Office (over $100 million), presenting at the Southwest Mortgagee Advisory Council’s annual conference and HUD Closing School, and assisting in the foreclosure, repositioning, and sale of a prominent HUD-insured cooperative housing development in Kansas City, Missouri’s urban core.

Additionally, Samuel has unique experience and familiarity with HUD’s environmental review requirements, and has helped clients successfully navigate floodplain, wetland, noise, contamination and historic property issues on proposed HUD projects. He is recognized as a national authority on HUD compliance under the National Environmental Policy Act and HUD’s implementing federal regulations at 24 CFR Parts 50, 51, 55 and 58.
