Profile

As a partner in the firm’s Energy Transactions and Development practice, Sean focuses his practice on international project development and project finance.

Sean focuses on the energy sector where he has advised on several of the largest hydropower IPPs and geothermal IPPs in Asia, as well as solar and other renewable energy IPPs and conventional power IPPs (including gas to power IPPs), as well as major LNG projects. Sean also has extensive experience advising on infrastructure projects including airports, seaports, water, and road projects.

Based in Tokyo, Sean’s practice covers the entire Asia Pacific region, with a particular focus on South East Asia. He advises lenders (including multilateral lenders, export credit agencies and commercial banks), sponsors and governments. He has worked from all sides of the table giving him an invaluable perspective on different players’ needs and objectives.

As a seasoned project finance practitioner for energy and infrastructure projects, Sean provides a comprehensive service on cross-border transactions, including advising on project structuring, legal due diligence, risk allocation, project agreements and financing agreements.

Sean commenced his career in Sydney, Australia and has previously been based in Thailand (Bangkok), Vietnam (Ho Chi Minh City), Indonesia (Jakarta) and Singapore.

Relevant Experience

The following represents experience prior to joining the firm:

  • Represented a sponsor on the development of a 3,200 MW LNG-to-power plant in Vietnam.
  • Represented a major Japanese energy company on the development of a renewable hybrid (wind/solar) power project in Mongolia.
  • Represented a major Japanese energy company on its proposed acquisition of an onshore wind project in Binh Dinh province, Vietnam.
  • Represented an investor on its acquisition of a stake in (and subsequent financing of) the 605MW Greater Changhua 1 offshore wind farm in Taiwan.
  • Represented Japan Bank for International Cooperation (JBIC), Nippon Export and Investment Insurance (NEXI) and international commercial lenders in connection with the USD $2 billion financing of the 1,320 MW Van Phong 1 thermal power plant in Vietnam.
  • Represented a sponsor in connection with the 1,760 MW Jawa 1 gas-fired IPP—one of the first gas-to-power IPPs in Indonesia and the first of which integrates an FSRU into the project structure.
  • Represented Tokyo Electric Power Company Holdings, Inc. (TEPCO) on its acquisition from InfraCo of a stake in the Coc San Hydropower Plant in Lao Cai, Vietnam.
  • Represented a Japanese trading house on the development and financing of a bulk water treatment project in Hanoi.
  • Represented PT PLN on the tendering and development of the 2,000 MW Jawa-9 and 10 thermal power project.
  • Represented PT PLN on the drafting of new PPA templates, including the template for wind and other renewable energy sources.
  • Represented PT PLN on the tendering and development of the Jawa 7 2,000 MW thermal power project.
  • Represented an Indonesian bidder on its potential bid for the geothermal power assets of Chevron Corporation in Indonesia.
  • Represented a European developer on its acquisition of a stake in an onshore wind power project in Indonesia.
  • Represented PT Medco Energi Internasional Tbk as a sponsor on the development and financing of the multi-source landmark USD $2.8 billion project financing for the Donggi-Senoro LNG project in Indonesia.
  • Represented the Asian Development Bank (ADB) and a consortium of Philippine banks on the limited recourse financing of the renovation, expansion, operation and management of the Mactan-Cebu International Airport.
  • Represented a West African sovereign borrower in relation to an approximately USD $2 billion secured lending program with China EXIM.
  • Represented a syndicate of six banks on the development and financing of a crude oil and petroleum product storage terminal in Fujairah, United Arab Emirates.
  • Represented Trans-Asia Gas Pipeline Company Limited as 50% shareholder in each of three borrowers on three limited recourse financings involving total debt of USD $7.9 billion in respect of the Central Asia-China natural gas pipelines project.
  • Represented Bank of China and other lenders on the financing of the Vinh Tan 1 1,200 MW thermal power project.
  • Represented Standard Chartered Bank and other lenders on a USD $250 million secured syndicated loan to PetroVietnam to provide funding in connection with the Dung Quat refinery.
  • Represented Kansai Electric on the development and financing of the 290 MW Nam Ngiep 1 hydropower project in Laos (including cross border PPA with EGAT in Thailand).
  • Represented SK E&C, Korea Western Power, Ratchaburi and Lao Holding State Enterprise as sponsors in relation to the 410 MW Xepian Xenamnoy hydropower project in Laos (including cross border PPA with EGAT in Thailand).
  • Represented ADB, IDA, Coface and commercial banks on the development and USD $1.581 billion financing of Nam Theun 2, a 1,070 MW hydroelectric power project in Laos (including cross border PPA with EGAT in Thailand).
  • Represented lenders on the USD $187.5 million and THB 13.94 billion expansion and refinancing of the Theun-Hinboun hydroelectric power project in Laos (including cross border PPA with EGAT in Thailand).
  • Represented ADB, Thai Exim and other financial institutions on the financing of the CPTL Transmission Lines project in Cambodia.
  • Represented JBIC, ADB and other lenders on the financing of the Nong Saeng 1,600 MW CCGT power plant in Thailand.
