Profile

A former Federal Trade Commission attorney, Tim focuses his practice on antitrust matters, including private and government antitrust litigation, merger review, antitrust counseling, and government investigations.

Tim is an associate in the Washington office, where he counsels clients in a wide range of competition and antitrust matters as well as litigation matters.

Prior to joining Hunton & Williams, Tim served for four years as a staff attorney in the Health Care Division of the Federal Trade Commission’s Bureau of Competition. During his time with the FTC, Tim investigated and litigated alleged anticompetitive conduct in the pharmaceutical and healthcare industries, including reverse payment settlements, product hopping, exclusive dealing, and unilateral refusals to deal with rivals. He also conducted investigations into physician joint ventures and reviewed physicians’ clinical integration programs with an eye toward antitrust enforcement. Tim coordinated the agency’s efforts to review and analyze pharmaceutical patent settlement filings under the Medicare Modernization Act.

Tim is also a regular contributor to the firm’s Retail Industry Blog, commenting on topics related to Competition/Antitrust and Consumer Protection.

Relevant Experience

  • Defending health insurer in multidistrict litigation alleging antitrust violations under Sections 1 and 2 of the Sherman Act.
  • Counseling clients on antitrust and competition matters, including internal corporate antitrust investigations, agreements referencing rivals, exclusive agreements, below-cost pricing, and joint ventures.
  • Counseled and assisted a major regional hospital system in responding to federal and state demands and investigation.
  • Advised and counseled hospital client on the antitrust implications and likelihood of federal enforcement for proposed joint venture.
  • Provided full-service counseling to trade association client, including leading responses to federal and state court subpoenas, advising on industry advocacy efforts before various federal, state, and local governments, and counseling on antitrust concerns during member meetings.
  • Advised various clients in several industries, including healthcare, technology, and telecommunications, on consumer protection issues.
  • Co-drafted an amicus brief for the Supreme Court on behalf of a pro bono domestic violence association client.
