Profile

Bill is well known for his thorough grasp of environmental issues, gleaned from his training as an environmental engineer and prior work in the EPA. In 2017, the Legal 500 described him as “hands down one of the finest Clean Air Act attorneys in the country.” He has worked on  precedent-setting cases and is at the forefront of some of the most significant environmental issues of the day.

For over 25 years, Bill has offered pragmatic, business-minded solutions to clients facing complex problems in the ever-changing regulatory environment. He has litigated numerous cases in federal and state courts; advocated before EPA and other regulatory agencies on dozens of rules, permits and other administrative proceedings; and represented companies in complex, high-stakes enforcement actions.

Prior to joining Hunton & Williams, Bill served for two years as Acting Assistant Administrator for Air and Radiation at the US Environmental Protection Agency. As EPA’s senior official on air issues, he was responsible for all aspects of the agency’s air program—from stationary sources to motor vehicles and fuels to climate change.

Bill is head of Hunton’s administrative law group, which includes one of the nation’s premier environmental practices. He has testified before Congress on air quality issues on numerous occasions and is a frequent speaker at environmental conferences.

Relevant Experience

  • Represented companies and trade associations on a wide range of regulatory matters and related litigation, including rules for oil and gas production, gas processing, interstate oil and gas transportation, petroleum refineries, utility and industrial boilers, combustion turbines, stationary engines, chemical manufacturing, and minerals processing.
  • Represented companies and trade associations on matters involving EPA’s diesel engine standards and EPA’s fuel regulations.
  • Defended a consumer products industry client in class action tort cases involving air emissions.
  • Represented a major retailer in defending a Toxic Substance Control Act (TSCA) enforcement action.
  • Represented trade associations in a DC Circuit challenge to OSHA’s workplace exposure limit for respirable silica.
  • Represented a trade association in a challenge to Mine Safety and Health Administration rules.
  • Prior to becoming a lawyer, Bill worked as an environmental engineer and environmental supervisor for a major US chemical manufacturer.
