Hong Kong: Existing Local Grants and Assistance

The Film Guarantee Fund (FGF) : First established in April 2003, the FGF’s main objective is to assist local film production companies to obtain loans from financial lending institutions for the purpose of producing films and to help develop a film finance infrastructure in Hong Kong.

The Film Development Fund (FDF) : was established in April 1999 to sponsor projects that were conducive to the robust and long-term development of the film industry in Hong Kong. The FDF exists in the form of a grant, which can be used by the film producer to cover various operating expenses.

Hong Kong Arts Development Council (HKADC)

The maximum grant for each approved application is HK$300,000. The objective is to support artistic, creative and high quality independent film production projects that do not receive sufficient support from the commercial market. To be eligible to apply for the grant, the applicant must be a registered and operating entity in Hong Kong and must be a registered non-profit making organisation or non-profit distributing body by constitution. Usually, the project should commence within 1 year upon notification of results and the project is expected to be completed within a year.

Hong Kong Asia Film Financing Forum (HAF)

HAF is a platform that facilitates co-productions and co-ventures by bringing together filmmakers and financiers rather than providing grants. It is a three-day event which takes place during the annual Hong Kong FILMART. During that time, filmmakers have an opportunity to discuss their projects with a variety of potential co-production partners. HAF is organised by the Hong Kong International Film Festival Society and co-organised by the Hong Kong Trade Development Council and the Hong Kong, Kowloon & New Territories Motion Picture Industry Association Ltd. (MPIA). Since its first event in 2000, HAF has grown to become one of Asia’s most important film financing forums showcasing projects from internationally critically acclaimed directors like Mainland China's Jiang Wen, Wang Xiaoshuai, Ning Hao and Lou Ye; Hong Kong's Stanley Kwan, Ann Hui, Peter Chan, Fruit Chan and Clara Law, Japan's Koreeda Hirokazu, Iwai Shunji, Yukisada Isao and Miike Takashi; Korea's Park Kwang-Su, Hur Jin-Ho and Im Sang-Soo; Taiwan's Tsai Ming-Liang and Thailand's Yongyoot Thongkongtoon, Nonzee Nimibutr and Pen-ek Ratanaruang.
