Promote infrastructure, “…to close the gap between different regions of the country and promote economic growth and 

competitiveness…” is one of the first measures announced by President Enrique Peña Nieto, through his “Thirteen Presidential 

Decisions”, which consider the following relevant matters:

1. National Infrastructure and Transport Program 2012-2018 (“Program”).

- To Accelerate the draft Program to be submitted for presidential approval in January 2013 for subsequent 

publication;

- To include projects to increase the highway, rail and port infrastructure of the country;

- To include infrastructure works to connect and incorporate southern Mexico into the global economy.

2. Mexico will have passenger rail lines again to connect its cities.

a) The Secretary of Communications and Transport was instructed  to initiate the construction of a Mexico 

City-Queretaro passenger rail line in 2013. In this regard, in January 2013, the Ministry of Communications and 

Transport and the Government of the Mexican State of Queretaro will sign a collaboration agreement to set the 

agenda to initiate the project.

b) The following rail projects will be promoted:

- Mexico City-Toluca passenger rail line.

- Yucatan-Quintana Roo transpeninsular passenger rail line.

- Monterrey subway, line 3.

- Mexico City suburban passenger rail line, route Chalco-La Paz.

- Extension of the electrified rail line of the Metropolitan Area of Guadalajara. 

In addition, projects related to renewable energies, water treatment and waste management are part of the 95 commitments 

that constitute the “Pact for Mexico”, signed by President Enrique Peña Nieto and the three main political forces, whereby the 

Federal Government will carry out a set of administrative actions and political parties will promote legislative amendments in 

order to achieve the objectives of these commitments. The adopted commitments regarding the above-mentioned projects are:

a) Renewable energy. To promote investment in research and development of energy projects based on renewable 

sources, such as wind and solar power.   

b) Redefinition of water treatment in the country. 

- Creation of a program to promote infrastructure for collecting and storing rainwater.

- Coverage of drinking water, drainage and water treatment will be increased.

- 115 high-risk dams will be inspected and rehabilitated.

c) Improve waste management.  Creation of a program to increase the infrastructure for collecting, separating, 

recycling and using the waste potential across the country.
