New Investment Opportunities in Macedonia

​The Government of Republic of Macedonia, acting through the Ministry of Environment and Physical Planning ("Ministry"), recently published another public call for the awarding of concessions of HPP Ćebren and HPP Galište, and two other public calls for concession of total 48 new small hydro power plants ("SHHPs"). The public call for HPP Ćebren and HPP Galište includes designing, building and operating with these two important HPPs, while the concession for the SHHPs will include a concession on water utilisation for electricity production which will be realised through the DBOT (Design, Build, Operate, Transfer) model.

Companies are invited to express their interest to the Ministry for designing, construction and operating with HPP Čebren and HPP Galište. The interested companies will have to submit techno-economical solution(s) of the HPP that they are interested to build and operate with. Both HPPs are planned to be built on Crna Reka. According to publicly available information, HPP Čebren should have an installed capacity of 333 MW, while HPP Čebren should have an installed capacity of 193 MW.

Expressions of Interest shall be prepared in English and submitted no later than 25 July 2016 to the address of the Ministry. The interested companies will receive additional information for the HPPs, including the latest feasibility study for Crna Reka and all available technical documentation from ELEM Macedonian Power Plants.

48 New Small Hydro Power Plants

The Government continues with the realisation of the project for building 400 SHPPs with a total installed capacity of 230 MW. The participation in the current public calls (one for concession over 37 and the other for 11 SHPPs) is open for all domestic or foreign legal and natural entities, as well as consortia, who meet the prescribed conditions.

The concession on the water utilisation for electricity production by SHPPs will be realised according to the DBOT model and concessionaires should build the SHPPs on the specified locations from the tender documentation. Concessionaires will be granted with concession on water utilisation for a period of 23 years. After the execution of the concession agreement, the concessioners will have some of the following obligations:

  • preparation of the project documentation for the SHPP;
  • obtaining all necessary permits;
  • construction of the facilities;
  • facilities maintenance and management; etc.

According to the public calls, bidders are allowed to submit bids for one or more locations, or for one or more groups of locations for SHHPs. The tender documentation can be collected after paying the non-refundable tender fee in the amount of EUR 300 / EUR 100, while the final deadline for submitting the bids is 16 May / 19 May 2016.

Tender for the Construction of Gas Pipeline Section Negotino (Kavadarci) - Bitola

The tender for the construction of a 92 km long gas pipeline from the city of Negotino to the city of Bitola is now open for interested domestic and foreign companies. This is one of the three gas pipeline sections from the national gas infrastructure network whose construction will be financed by the loan from Deutsche Bank and Erste Bank. The project value is estimated to be worth around EUR 36.5 million and the timeframe for the realisation of the project is set at 36 months. Deadline for the submission of bids is 12 May 2016.
