The Government of El Salvador, through the Ministry of Public Works and Transportation, in Coordination with the Export and Investment Promotion Agency of El Salvador, invites legal persons, national or foreign, to participate in the bidding for the design, financing , installation, equipment, operation and maintenance of a public lighting system and the design, financing, installation, equipment and maintenance of video surveillance systems in the Project Area, in order to increase road safety and public safety, improve transfer conditions for pedestrians and contribute to the efficient distribution of vehicular traffic.

PROJECT DESCRIPTION:

The Private Participant will assume the obligations of providing the public lighting service in the Project Area and of providing and maintaining video surveillance systems. The video surveillance systems will be operated and managed by the corresponding public authorities. The Private Participant may recover the investments, through the economic exploitation of sections of the right of way of the Project Area, in accordance with the provisions of the Bidding Terms. The Project will be carried out on approximately 143 kilometers of roads, located in the jurisdiction of three departments: San Salvador, La Libertad and La Paz.

ESTIMATED OFFICIAL BUDGET:

The Official Estimated Budget is USD 12,346,331, excluding VAT. This value is referential and considers the nominal value of the public infrastructure works of the Public Private Partnership Contract, including all the costs of the Project, general expenses, payments of the Private Participant during the Construction Stage and the costs for the preparation of the Project of definitive engineering.

PARTICIPANT REQUIREMENTS:

The bidding will be public and international and national or foreign legal persons may participate, considered individually or within a Consortium, that meet the requirements of the Special Law of Public Private Partnerships, in the Regulations of the Law and in the respective Bidding Bases.

DELIVERY OF BIDDING BASES:

Bidding Terms have a cost of USD 1,500. Payment will be made through a certified check payable to the Export and Investment Promotion Agency of El Salvador at PROESA offices. To carry out the registration, the interested parties must present themselves with the payment voucher to the offices of the Project Bidding Team, located in Calle El Mirador, entre 87 y 89 Avenida Norte, World Trade Center, Torre I, nivel 5, Colonia Escalón, San Salvador; Telephone: (503) 2592-7000 (from 8:00 to 12:30 and from 13:15 to 16:00).

CONSULTATIONS AND CLARIFICATIONS:

Interested parties who have obtained the Bidding Terms may ask or request clarifications up to 30 days before the date of receipt and opening of Offers. Inquiries should be addressed in writing and in Spanish to the Minister of Public Works and Transportation with a copy to the Project Bidding Team, at the address indicated in the previous paragraph (from 8:00 to 12:30 and from 13:15 to 16:00) or to the email [email protected]. The physical consultation will be understood to have been received, on the date and time indicated on the receipt stamp placed by the Bidding Team coordinator or to whom it delegates. The electronic consultation will be understood as received, on the date and time indicated in the email confirming receipt.

OFFER RECEPTION AND OPENING:

The Offers will be received by the Bid Evaluation Commission in a public event at 10 am on June 2, 2020, at the Ministry of Public Works and Transportation. The opening of the economic offers will be held in public ceremony at 10 am on June 22, 2020, at the Ministry of Public Works and Transportation.
