State of Baden-Württemberg to Invest Billions in New Double-Decker Trains – Heuking Kühn Lüer Wojtek Advises on the Award Procedure

July, 2020 - Germany

The Ministry of Transport in Baden-Württemberg intends to address the expected increase in the number of passengers over the next few years by adding up to 130 electric double-decker multiple-unit trains. Via the State Institute for Rail Vehicles, it is therefore purchasing 130 new double-decker trains for some EUR 1.6 billion. Transportation Minister Hermann is also looking for an option to buy another 100 trains. Starting in December 2025, when Stuttgart 21 goes into operation, the new trains are scheduled to run primarily in the Stuttgart region and in Upper Swabia/Lake Constance.

The team of Ute Jasper, Christopher Marx, and Laurence Westen will advise on the award procedure.

“The new trains are intended to handle the forecast doubling of the demand in local rail passenger transport by 2030 compared to 2010. We are pleased that we are able to contribute to this goal with an innovative lifecycle model,” said Dr. Ute Jasper, Head of Heuking Kühn Lüer Wojtek’s Public Sector & Public Procurement Practice Group.
