Prof. Dr. Isabel Langenbach leaves Heuking to join the federal government

January, 2022 - Germany

Dr. Isabel Langenbach, Mag. rer. publ., was appointed Professor of Public Law and Public Procurement Law at the Federal University of Public Administration effective January 1, 2022. As an interdepartmental state institution of the federal government, the university is responsible for the education of federal civil servants.

As a successful and dedicated lawyer, Prof. Dr. Langenbach was a member of Heuking’s public procurement team. Her career began 12 years ago in the department of Dr. Ute Jasper, Head of the “Public Sector & Public Procurement” practice group and Partner at the law firm. Dr. Jasper proudly stands behind the move from the legal profession to the federal government: “Fortunately for us, Prof. Langenbach will remain associated with us. We hope the university appreciates its good fortune!”

“As a lawyer at Heuking, she has successfully advised federal ministries and higher federal authorities for many years and is very well acquainted with the structures. The federal government thus gains an excellent specialist – Prof. Langenbach has lots of practical experience and now trains civil servants for their experience in practice,” said Dr. Martin Schellenberg, Co-Head of the Public Sector & Public Procurement practice group and Partner at the law firm.

Dr. Ute Jasper is one of the most renowned lawyers for procurement and infrastructure projects in the public sector. She advises federal and state ministries, municipalities, and businesses, particularly on innovative and complex projects. Ute Jasper heads Heuking Kühn Lüer Wojtek's “Public Sector & Public Procurement” department. For years, she has been ranked number 1 with her team in JUVE Handbook of Commercial Law Firms. According to “Law Firms in Germany,” she is the “premier contact on the market” for infrastructure. In October 2016, she received the JUVE Award for Regulated Industries with her team.

Dr. Martin Schellenberg is also one of the leading lawyers in the public procurement and infrastructure sector. He regularly advises on politically sensitive infrastructure projects. Martin Schellenberg is a Partner at the firm and Co-head of the Public Sector & Public Procurement Practice Group. In addition, he is a lecturer in public procurement law at Bucerius Law School, editor of the NOMOS Commentary on Public Procurement Law, and Technical Director of the Hamburg Public Procurement Day.
