Haynes and Boone’s Phil Lookadoo Joins IECA Board

Haynes and Boone, LLP congratulates Partner Phil Lookadoo for his election today to the International Energy Credit Association (IECA)’s Board of Directors. He will serve a three-year volunteer term starting in IECA’s fiscal year 2019. The association elected several other members to its board on Oct. 1: Christy Brinkman of Twin Eagle Resource Management; Paul Heikkila of BMO Capital Markets; and Eric Twombly of Six One Commodities (a natural gas trading business which Pinnacle recently acquired from Sierentz).

The new members will be introduced at the 94th IECA Annual Conference, which is taking place in Naples, Fla., through Oct. 3. The firm congratulates all these new members of the IECA’s Board of Directors.

As a new board member, Lookadoo will help ensure that IECA members receive excellent services and representation from the group. The IECA promotes the education and understanding of credit and risk management in relation to energy commerce.

Based in Washington, D.C., Lookadoo has been practicing law in the energy sector for more than 30 years. For the past eight years, he has chaired the IECA’s Dodd-Frank Working Group, which has filed numerous public comments about Dodd-Frank regulatory developments with the Commodity Futures Trading Commission, the Federal Energy Regulatory Commission, the Federal Reserve Board, and other U.S. banking regulators.

The working group also has produced several industry-standard documents used by commodity market participants for Dodd-Frank regulatory compliance purposes.

His practice is focused on energy transactions and regulatory compliance in oil and gas, power and renewables, commodity trading and derivatives, mergers and acquisitions, and project finance and development. In addition to negotiating hundreds of contracts for energy transactions using standardized master agreements and customized bilateral agreements, he also addresses the regulatory compliance requirements for those transactions under Federal, State and International laws, including the FERC (oil, natural gas and power), the CFTC (Dodd-Frank Act), the EPA (renewables), numerous state laws, and various countries in Asia, Africa, Europe, and North and South America.
