Profile
Carlos is a senior associate in Consortium Legal – El Salvador. With more than 16 years of experience in the corporate area, specializing in Labor Law and Occupational Safety and Health.
He acted as General Director of Social Prevention for the El Salvador’s Ministry of Labor, extending his knowledge on inspection of Occupational safety and health; he was also Regional Coordinator for the Project Sustainable Development for the Safety and occupational health in Central America y Dominican Republic (PRODESSO).
Carlos has represented El Salvador in the International Labor Organization and the American Nations Organization. He has been consultant for international agencies, such as the Pan-American Health Organization and US AID, in projects such as the Proposal for National Policy of Occupational Safety and Health, Nationwide regulation and action plans for Risk Prevention.
Additionally, Carlos has been Law Professor, specializing in Labor Law and Occupational Safety and Health; both in the University Degree in Legal Sciences, as in National and Regional Master of Labor Law and Human Resources. He is the author of books in labor law and different articles in directories and legal magazines.

Permanently advises in labor law matters, different companies in various productive sectors, including LA CONSTANCIA, WALMART, POLLO CAMPERO, AMCOR RIGID PLASTICS, THE OFFICE GURUS, FOCUS EL SALVADOR, COYATOC CONSTRUCCIONES, DOLLAR CITY, among others.
He has advised in the field of Occupational Safety and Health to companies in the commerce and industry sectors, and public entities and municipalities in the implementation of Diagnoses and Programs for the Prevention of Occupational Risks, among which are DYCSA, CINEMARK, LANCASCO, KONEFETTY, TELUS , ISDEMU and MUNICIPAL CITY HALL OF SOYAPANGO, including CONSORTIUM EL SALVADOR, with an accreditation as an Advisory Company on Occupational Safety, from the Ministry of Workers for the years 2014-2016.
Conducted the revision of the Internal Labor Relations Manual of the United States Embassy in El Salvador.

Served as General Director of Social Security of the Ministry of Labor and Social Security, being in charge of Security and Occupational Health inspections, as well as in the area of promotion and training in the subject.
Served as Director of International Relations of the Ministry of Labor and Social Security, representing the country before the International Labor Organization and the Organization of American States.
Regional Coordination for the Safety and Occupational Health Sustainable Development Project in Central America and the Dominican Republic (PRODESSO), financed by the Government of Canada; which supported the strengthening of the legal framework of the SSO and the creation of strategic instruments in the 7 countries, as well as the promotion of the subject in companies of various productive sectors.
