Profile
Jennifer Brinkley has extensive experience advising various companies on U.S. government contract matters and general corporate matters. Her areas of responsibility have included Federal Acquisition Regulation compliance, investigation and resolution of government investigations related to timekeeping and accounting matters, False Claims Act violation allegations, contracts management support and advice, litigation management, employment and real estate matters.
Her in-house counsel experience for a U.S. government contractor included responsibility for advising Contracts and Procurement departments, monitoring ethics and business conduct, and support of policy formulation and enforcement. She also provided counsel related to international business matters, including support for International Traffic in Arms Regulations (ITAR) compliance. As General Counsel for a publicly traded global manufacturing company, she held overall responsibility for the legal affairs of the corporation and its multiple subsidiaries, including management of the company’s intellectual property portfolio and extensive corporate asset and debt restructuring. In addition, she has provided extensive counsel to a publicly traded utility, where she assisted with the development of a regional fiber optic network, and managed all OSHA and environmental matters. Throughout her practice, she has focused on the negotiation, drafting, and review of all types of contracts and business transactions: commercial, international, and government. In addition, she was the primary legal contact for employment matters for the majority of her prior practice.
Prior to joining the firm, Jennifer was Vice President and Deputy General Counsel for Vencore Services and Solutions (formerly QinetiQ North America), a U.S. Government contracting firm within an international defense and security technology company. Previously, she served as General Counsel of the Systems Engineering Group of QinetiQ North America; General Counsel of Wolverine Tube; and Corporate Counsel of DeltaCom, (now Earthlink).
