Wipanan Prasompluem is a senior attorney in the Bangkok office focusing on providing advice to clients with business disputes in the telecommunication, banking, and other major industries.
Wipanan’s main practice areas are telecommunications law, administrative law, competition law and general commercial law. She has experience in advising large international banks on derivatives dispute, share sale and purchase dispute and corruption investigation; advising leading telecommunication companies on satellite disputes relating to their concessions and telecom regulations; advising the largest hypermarket chain in Thailand on competition law, anti-money laundering law and employment law and advising and providing training to major financial institutions and corporate clients on PPP law, data protection, and anti-corruption laws (FCPA, UK Bribery Act and Thai Anti-Corruption laws). Wipanan also lectures at leading universities in Bangkok.

- Thaicom PCL (Thaicom) in relation to satellite disputes in the arbitration proceedings against the Ministry of Digital Economy and Society and administrative court claims against the National Broadcasting and Telecommunications Commission (NBTC) in the Central Administrative Court.
- Intouch Holdings PCL (INTOUCH) in administrative court claims against the NBTC in the Central Administrative Court on the ground of unlawful regulations and administrative orders.
- APICO (Khorat) Co., Ltd. in an administrative court claim against the Agricultural Land Reform Committee in the Central Administrative Court on the ground of unlawful regulations regarding the use of agricultural reform land.
- APICO (Khorat) Co., Ltd. in defending an administrative court claim filed by 24 villagers in the Khon Kaen Administrative Court.
- A steel manufacturer in an arbitration case with a supplier.
- Advanced Info Service PCL (AIS) in various administrative court claims against the NBTC, in an arbitration claim against TOT, a State-owned telecommunication operator, in relation to a dispute relating to the concession agreement, in an arbitration claim relating to an interconnection agreement with True Move Co., and in a dispute involving interconnection charge with CAT Telecom.
- Total Access Communication PCL (DTAC) in various administrative court claims against the NBTC in the Central Administrative Court, on legal issues relating to its contemplated launch of 3G HSPA services, and on a dispute with CAT with respect to the cellular system concession agreement.
- Representing a leading Thai telecom company in an environmental case in which certain individuals claimed compensation for damage to their health resulting from the electromagnetic radiation emitted from the operator’s base stations. This is the first case of this nature in Thailand.
- Representing a medical supply distributor with respect to wrongful act (a consumer case under the Consumer Case Procedure Act) claimed by a female foreign patient against a well-known private hospital, the obstetrician and the medical supply distributor.
- Representing a Thai construction company, a subsidiary of a leading infrastructure company in Malaysia in various disputes with local contractors, and the enforcement of an arbitral award rendered by the Asian International Arbitration Centre relating to disputes under a construction contract in a Thai court against the Thai construction company.
- Tesco Mobile (Thailand) Co., Ltd. on the Mobile Virtual Network Operator (MVNO) project with CAT.
- Singapore Telecommunications Limited (SingTel) on the potential effect of the draft foreign dominance regulations and SingTel’s potential action against the Thai government.
- Advising First Mile Company Limited in connection with NBTC License (Type-3 License) for operating telecoms business.
- An international bank in a breach of derivatives contract claim against a state-owned bank with a claim value of over US 164 million, and in an investigation into alleged corruption claim against former employees of the state-owned bank and the international bank conducted by the National Anti-Corruption Commission (NACC).
- Ek-Chai Distribution (Tesco Lotus) in a civil claim filed by two other hypermarkets who alleged that Tesco Lotus abused its dominant position and engaged in unfair trade practices, claiming damages in the amount of USD13.33m in the Thai Court. This is the first civil claim which alleged the breach of competition law in Thailand.
- Tesco Lotus in an anti-trust investigation by the Competition Commission, Ministry of Commerce and anti-money laundering law audit by the Anti-Money Laundering Office (AMLO).
- A global energy company on potential dispute relating to a petroleum concession.
- A fabric manufacturer in an arbitration claim in relation to damage caused by major flooding in Thailand in 2011 against insurers in the Office of Insurance Commission.
- Various companies including Senior Aerospace (Thailand) Ltd. and Mitsubishi Motors (Thailand) Co., Ltd. in relation to labour law issues.
