The American Rescue Plan Act of 2021 (“ARP Act”), the $1.9 trillion pandemic aid bill, contained changes to (1) the Paycheck Protection Program (“PPP”) by expanding eligibility and other items and (2) the Consolidated Omnibus Budget Reconciliation Act (“COBRA”).
